Ha, I've wanted to give this a go for ages, but was scared of failure. Keyframing allows you to choose individual frames in a video as start and end times for particular effects. Here's the clip of the International Space Station (previous post) with added highlighting!
To create the effect, you simply pause the clip at key points and move the circle over the ISS to create a motion path:
